A limit you can picture, and cannot measure

Every council in our area writes its rubble limit in litres, kilos or millimetres. Barnsley writes it as “a car boot full”, and that turns out to matter more than it sounds.

Why every council caps it, and none of them can stop capping it

Since January 2024 councils in England have not been allowed to charge householders for small amounts of DIY waste at a household waste recycling centre. Leeds City Council dates the change to 8 January 2024 on its own charges page.

What the law did not do is make the amount unlimited. Every council in our area sets a cap on how much and how often, and those caps are where the real differences are. Soil, rubble and hardcore is also the heaviest thing a household ever throws away, so a limit that sounds generous in litres is usually small in kilos.

What Barnsley Council allows

Barnsley’s accepted list does not use litres, kilos or millimetres. It says: “soil and rubble from small DIY projects (a car boot full)”.

That is the entire published limit, and it is unique in our area. Every other council here writes a measurement. Barnsley writes a picture.

Why a plain-English limit cuts both ways

A car boot full is genuinely easier to picture than 100 litres, and for most householders it is roughly the same amount. The problem is that it is judged at the gate rather than measured.

There is no bag sample to compare against, no weight on a sign and no dimensions to check your item against before you set off. Whether your load is a small DIY project or the start of a building job is a decision a member of staff makes when you arrive, and “small DIY project” is doing as much work in that sentence as “car boot full” is.

If your load looks like a job rather than a tidy-up, plan for it to be treated as one. An estate car packed to the roofline with mortar rubble is not what that phrase describes, whatever it weighs.

The trade waste line, and it bites hardest here

Household waste recycling centres take household waste from residents. Soil and rubble is the waste stream where that line is drawn hardest, because it is the stream most likely to have come out of paid work.

The part people get wrong: it is about who did the work, not about whose house it is. If you paid a builder, a plumber, a joiner or a landscaper, the debris from that job is commercial waste even though it is sitting in your garden. Leeds and Bradford both name those trades explicitly. North Yorkshire makes you sign a declaration about it. Landlords clearing a rental are in the same position.

That is not a technicality we are using to sell you something. It is the reason a lot of Barnsley rubble ends up with us: the person who made it should have taken it, and did not.
