Weight, not volume, and a ten minute cliff edge

Calderdale sets its rubble limit in kilos rather than litres, and adds an operational rule that no other council here publishes. Both of them can send you home.

Why every council caps it, and none of them can stop capping it

Since January 2024 councils in England have not been allowed to charge householders for small amounts of DIY waste at a household waste recycling centre. Leeds City Council dates the change to 8 January 2024 on its own charges page.

What the law did not do is make the amount unlimited. Every council in our area sets a cap on how much and how often, and those caps are where the real differences are. Soil, rubble and hardcore is also the heaviest thing a household ever throws away, so a limit that sounds generous in litres is usually small in kilos.

What Calderdale Council allows

Calderdale takes bricks, rubble, soil and ceramics at Halifax, Brighouse and Todmorden, once per week, and the limit is by weight rather than volume: a maximum of two bags per visit, each no more than 20kg.

Twenty kilos is less rubble than it sounds. A standard builder’s bag of mortar rubble is heavier than one person should be lifting, and 40kg total is roughly the weight of a single wheelbarrow load. Calderdale’s page was last updated 25 June 2026.

The ten minute rule that will send you home

Calderdale states it plainly on the rubble entry and nowhere else: they cannot accept this waste less than 10 minutes before the site closes, because the equipment has to be shut down.

No other council in our area publishes anything like it. It means the practical closing time for rubble in Calderdale is ten minutes earlier than the closing time on the sign, and if you have queued to get in you can lose the trip entirely. If you are going after work, check the site’s closing time and take ten minutes off it before you leave the house.

The trade waste line, and it bites hardest here

Household waste recycling centres take household waste from residents. Soil and rubble is the waste stream where that line is drawn hardest, because it is the stream most likely to have come out of paid work.

The part people get wrong: it is about who did the work, not about whose house it is. If you paid a builder, a plumber, a joiner or a landscaper, the debris from that job is commercial waste even though it is sitting in your garden. Leeds and Bradford both name those trades explicitly. North Yorkshire makes you sign a declaration about it. Landlords clearing a rental are in the same position.

That is not a technicality we are using to sell you something. It is the reason a lot of Halifax rubble ends up with us: the person who made it should have taken it, and did not.

For a bathroom’s worth of broken tiles the Calderdale route is fine. For anything structural the 20kg bag limit makes it arithmetic rather than a decision. Twelve weeks of Saturdays is not a disposal plan.

What we take that the council route will not: mixed loads. Plaster still on the brick, timber and fixings still in it, tiles still stuck to the board, soil with turf and roots through it. Sorting that by hand is the job the council rules hand back to you.

What counts as one bag for Calderdale’s rubble limit?
